The Springfield Police Department held its annual awards ceremony on May 14, 2026. Chief of Police Joseph Behl and PB & PA Unit #5 President Tamara Russell presented the following awards recognizing outstanding work during the 2025 calendar year.
Civilian of the Year
Awarded to the civilian employee who exhibits a strong work ethic and goes above and beyond their job duties. The 2025 award was presented to Kalvin Gaskill.
Kalvin has served the Springfield Police Department for nearly three years as its only Fiscal Officer III, playing a vital role in the department’s budgeting, purchasing, and grant management operations. His expertise in budget and Office of Budget and Management processes has streamlined purchasing procedures and helped secure and manage millions of dollars in grant funding each year, allowing SPD to continue advancing modern policing technology and equipment. Known for his professionalism, reliability, and dedication, Kalvin consistently works behind the scenes to ensure the department has the resources needed to effectively serve the community. His contributions have strengthened the Springfield Police Department and positioned the organization for continued success.
Officer of the Year
Awarded to Officer Owen Hamelin in recognition of outstanding dedication, professionalism, and service to the Springfield community.
Officer Hamelin’s 2025 performance demonstrated exceptional investigative persistence and compassion for victims. Previously recognized as Officer of the Quarter, he played a key role in solving violent crime, domestic violence, narcotics, and weapons investigations, while also assisting vulnerable individuals in crisis. His proactive policing, professionalism, and victim-centered approach exemplify the core values of the Springfield Police Department.
