Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Associate Deputy Director of the Central Office of Licensing.  Subject to management approval, this position will plan, develop, implement, and manage, through subordinate administrators, all processes associated with the statewide operations of the Central Office of Licensing, including the Background Check Units, Licensing Enforcement, Licensing Training, and Foster Home Licensing Compliance.  The position will establish short-term and long-term goals and objectives and develop plans to enhance service provision.

Essential Functions

  • Serves as Associate Deputy Director of the Central Office of Licensing 
  • Serves as full line supervisor 
  • Develops quality assurance processes to ensure adequate review of Central Office of Licensing processes and procedures 
  • Represents the Deputy Director before other state agencies and governmental entities, private and public organizations, providers, and other community and professional groups to discuss issues and develop plans related to the Central Office of Licensing and to explain and interpret Department policies, programs, and objectives 
  • Plans, develops, and prepares the budget for area of oversight for the Deputy Director 
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires a master’s degree in social work or a related human services field. 
  • Requires four years of administrative child welfare experience with an MSW or five years of administrative child welfare experience with a master’s degree in a related human services field.

Preferred Qualifications

  • 5 years of professional experience conducting program monitoring in child welfare.
  • 3 years of professional experience in the oversight of a child welfare program with multiple sites.
  • 3 years of experience supervising professional staff in a public or private organization.
  • 3 years of professional experience overseeing a background check process for child welfare employment and licensing purposes in a public or private organization.
  • 3 years of professional experience evaluating program and personnel performance in a child welfare field in a public or private organization.
  • 3 years of professional experience conducting quality review in child welfare programs in a public or private organization.
