Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Statewide Intellectual/Development Disabilities Administrator.  Under administrative direction, this position will direct and manage transitional planning for intellectually and developmentally disabled children and youth who are 14 ½ years of age and older.  The position will monitor and address various issues impacting transitional planning, including utilization of least restrictive placement, funding, legal issues, transfer of guardianship, and service alternatives for children and youth.  The position will monitor and/or conduct Independent Utilization Reviews and will analyze and review residential placement requests for intellectually/developmentally disabled children and youth.  This position is a great opportunity for someone who is passionate about children and focused on ensuring appropriate transitional planning for intellectually and developmentally disabled children and youth served by the Department.  DCFS offers a competitive salary plan, excellent benefits, and a pension program.  The ideal candidate for this position will have excellent organizational skills, leadership capabilities, and the ability to multi-task.  We invite all qualified applicants to apply to join our innovative team to help make a difference in the lives of children and families.

Job Responsibilities

  • Serves as Statewide Intellectual/Developmental Disabilities Specialty Administrator.
  • Serves as full line supervisor.
  • Monitors and/or conducts Independent Utilization Reviews.
  • Analyzes and reviews residential placement requests for intellectually/developmentally disabled children and youth and makes recommendations to the Behavioral Health Administrator.
  • Through a subordinate manager, provides oversight of blind and deaf/hard of hearing services for the Department.
  • Maintains effective communication with DCFS and purchase of service (POS) staff and other resources.
  • Attends meetings and serves on internal and external committees and other statewide organizations concerned with developmental disabilities.
  • Develops, designs, and conducts orientation and training programs for DCFS and POS staff regarding developmental disabilities.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

  • Requires an MSW from a recognized college or university.
  • Requires three years administrative child welfare experience, with at least one year of experience working directly with persons with intellectual disabilities or other developmental disabilities.

Preferred Qualifications

  • 3 years of professional experience working with intellectually/developmentally disabled children and youth.
  • 3 years of professional experience conducting transitional planning in a social work area.
  • 3 years of supervisory experience leading a team of professional staff in the field of clinical social work in a public or business organization.
  • 3 years of professional experience evaluating program and personnel performance.
  • 3 years of professional experience conducting quality review in a public or business organization.
  • 3 years of professional experience conducting staff training for professional staff in a social work area.
  • 3 years of professional experience serving in a liaison capacity for a public or business organization.

  • Requires a valid driver’s license and ability to travel.
  • Requires ability to pass a background check.
  • Requires the ability to meet the standards of a Qualified Intellectual Disabilities Professional (QIDP).
